[xinf] release 0.0.3

Hey all,

i'm just uploading xinf 0.0.3 to haxelib. It adds some missing libraries (libexpat/libjpeg for OSX, libglib for Win32), and changes some PATH-setting (now prefixing the existing path instead of suffixing to avoid linking against possibly-already-installed-but-differently-compiled versions of those libs).

znjue: about glib- i missed that it wasnt bundled-- didn't do a "haxelib remove" before testing. seems libglib-2.0-0.dll can be != libglib-2.0-0.dll-- i had the same g_assert_sth entry point problem when i used some other dll lying around. please use the (now) enclosed versions of the DLLs.
